An Act to implement certain provisions of the spring economic update tabled in Parliament on April 28, 2026
This bill, following the spring 2026 federal economic update, makes a range of tax, benefit, and regulatory changes. On taxes, it raises the annual expense limit for the Labour Mobility Deduction for tradespeople and lowers the distance threshold that qualifies them for it, makes permanent the capital gains exemption on selling a business to an employee ownership trust or worker co-operative, gives homebuyers more time before they must start repaying withdrawals under the Home Buyers' Plan, allows immediate full tax write-offs for eligible new greenhouse construction, and adjusts how the Electric Vehicle Affordability Program interacts with tax rules. It also temporarily cuts the federal excise tax on gasoline, aviation gasoline, and diesel/aviation fuel to zero from April 20 to September 7, 2026, and extends for two more years both the 2% cap on annual inflation increases to alcohol excise duties and the 50% reduced excise rate on the first 15,000 hectolitres of beer brewed in Canada by domestic breweries.
The bill also makes several changes affecting financial institutions and regulators. It exempts certain foreign bank transactions already approved under Canadian banking, trust, or insurance laws from separate review under the Investment Canada Act. It reorganizes how the Bank of Canada recovers its administrative costs from banks and payment-system participants into one consolidated set of rules, and gives the Canadian Payments Association and its staff immunity from civil lawsuits (outside of contract disputes) for actions taken in good faith while carrying out their duties.
On benefits and contributions, the bill extends until October 2028 a temporary rule that lets certain seasonal workers in specified regions collect Employment Insurance for more weeks, though it shifts responsibility for defining those eligible regions to regulations rather than spelling them out in the law, with this change set to expire in November 2027. It also permanently lowers Canada Pension Plan contribution rates for employees, employers, and self-employed people starting in 2027.
Finally, several federal agencies gain new information-gathering and emergency powers. Transport Canada can now compel airport-related businesses and other affected parties to share information needed for policy-making. The Canadian Food Inspection Agency's mandate is clarified to include consideration of economic and food security, and the government gains authority to exempt certain persons or activities from food-safety-related rules under specified conditions. The Pest Control Products Act is amended so that the Minister of Health must weigh national or regional economic security and food security when relevant, and the Governor in Council can override a health/environmental rejection of a pesticide to allow its emergency use or keep it registered, if judged necessary to protect economic or food security, subject to time limits, public disclosure requirements, and conditions.
This bill changes several tax, excise, and benefit rules while also creating new fee-assessment, information-demand, exemption, and emergency-order powers across banking, transportation, food inspection, and pesticide regulation.

A filing records that a meeting happened, not what position was taken — an organisation meeting about a bill may be seeking to pass, amend, delay or defeat it. Current to Sep 2026.
