An Act respecting a national framework on sickle cell disease
This bill directs the federal Minister of Health to create a national framework aimed at supporting Canadians with sickle cell disease, along with their families and caregivers. Sickle cell disease is a genetic blood disorder that can cause severe pain, organ damage, and reduced life expectancy, and it disproportionately affects people with ancestry from Africa, the Caribbean, the Middle East, South America, and parts of India and the Mediterranean.
The framework must cover several specific areas: training and diagnostic tools for health care professionals, a national research network and patient registry, national standards for diagnosis and treatment, universal newborn screening and postnatal diagnosis, public awareness campaigns, and efforts to promote blood donation across all population groups to ensure a diverse and compatible blood supply. It must also include analysis of whether a tax credit should be created for patients and caregivers, whether sickle cell disease should be added to eligibility criteria for existing disability benefits, and whether related treatments should be covered under public drug insurance plans.
Before finalizing the framework, the Minister must consult other relevant ministers, provincial and territorial representatives, patients, caregivers, health care providers, researchers, and other stakeholders with relevant expertise. Once developed, the framework must be written up in a report and tabled in Parliament within one year of the law taking effect, and published online shortly after. A follow-up report is required within three years after that, detailing which measures were implemented, how effective they were, and explaining any delays or reasons for measures not yet put in place.
Overall, the bill does not create new programs or funding directly; instead, it requires the government to plan, consult on, and report publicly on a coordinated national strategy for addressing sickle cell disease.
This bill requires the Minister of Health to develop a national framework on sickle cell disease and report on it to Parliament, without creating any new agency, funding mechanism, or enforcement power.

Filed with the Commissioner of Lobbying of Canada. Registry filings carry no bill number of their own, so Arena links one when a filing names the bill on or after the day it was introduced. A filing records that a meeting happened, not what position was taken — an organisation meeting about a bill may be seeking to pass, amend, delay or defeat it. Current to Sep 2026.
