An Act respecting a national framework for fetal alcohol spectrum disorder
This bill requires the federal Minister of Health to create a national framework addressing fetal alcohol spectrum disorder (FASD), a lifelong condition caused by alcohol exposure during pregnancy that affects brain and body development. The framework must cover training for health care professionals, research and information-sharing between governments, national standards for prevention and diagnosis, a public awareness strategy about the risks of drinking during pregnancy (including possible changes to alcohol marketing and related laws), and any other measures the Minister considers useful for prevention, diagnosis, and improving outcomes for affected individuals, their families, and caregivers.
In developing this framework, the Minister must consult with other relevant federal ministers (such as Justice, Employment and Social Development, and Indigenous Services), provincial and territorial governments, Indigenous communities and organizations, and other stakeholders including people with FASD, caregivers, service providers, and researchers.
The bill sets deadlines for accountability: the Minister must table a report in Parliament containing the completed framework within 18 months of the law taking effect, and publish it online shortly after. A follow-up report is required within five years, detailing which measures were actually implemented, how effective they were, and explaining any delays or plans for measures not yet put in place.
The bill itself does not create new programs, funding, or legal rights — it mandates the government to plan, coordinate, and report on a national strategy for addressing FASD.
This bill requires the Minister of Health to develop a national framework on fetal alcohol spectrum disorder and to report on it to Parliament.
